Memorandum of Common Understanding
ታህሣስ 23 ቀን 2013 ዓም በሚኒሶታ የምንገኝ ኢትዮጵያውያን ብፁእ አቡነ ኢዮስጣቴዮስ፣ ዶክተር በሚኒሶታና አካባቢው በኢትዮጵያ ኦርትዶክስ ተዋህዶ ቤተክርስትያን የሚኔሶታና አካባቢው ሀገረስብከት ሊቀጳጳስና የቅዱስ ሲኖዶስ አባል፣ በሚኒሶታና ሚድዌስት የኢትዮጵያ ቆንስላር ጀነራል አምባሳደር አብዱል አዚዝ ሞሐመድ እንዲሁም በሚኒሶታ የኢትዮጵያ ማኅበረሰብ አመራር አባላት በተገኙበት በሀገራችን ኢትዮጵያ ለሁለት ዓመታት ያህል በብዙ ሺ የሚቆጠሩ ንጹሐን ዜጎች በሕገወጦችና ሥርዓተአልበኞች በግፍ መገደልና በሚሊዎኖች የሚገመቱ ዜጎች ከነበሩባቸው ቀየዎች መፈናቀልና በገዛ አገራቸው ስደተኞች መሆን እጅግ ያሳዘነን ሲሆን፣ ይህን ጥፋት ኢትዮጵያውያን በውን አቅደውት የፈጸሙት ሳይሆን በእኩይና ፀረ ሰላሞች የተለኮሰ ሰይጣናዊ መንፈስ በመካከላቸው ገብቶ በንጹሐን ሕዝብ ላይ አስከፊ ጥፋት ሊፈጽም መቻሉን ይህንንም የጋራ ጠላትን ማሸነፍ የሚቻለው የዚህን እርኩስ መንፈስ በመከተልና እርስበርስ በመጠላለፍ ሳይሆን በፍቅር፣ በሕብረት በመቆምና በጠረጴዛ ዙሪያ በመነጋገር ብቻ የአገርና ሕዝብ የጋራ ጉዳይ ላይ መስማማት እንደሚቻል አባቶች አባታዊ ምክር ሰጥተዋል። በቅርብ ጊዜ ውስጥ በአገራችን የተፈጸሙት ግድያዎችና መፈናቀሎች የኦሮሞ ኅብረተሰብን ጨምሮ ሁሉንም ኅብረተሰብ የጎዳ በመሆኑ ያዘኑ መሆናቸውን፣ በአንፃሩ በመከባበርና በመቻቻል የጋራ ጠላትን ማሸነፍ እንደሚቻልና ማኅበራዊ ጉዳዮችን ማዳበር ይገባናል በማለት ከኦሮሞ ማኅበረሰብ የተገኙት ዶክተር ኦብሳ አህመድ ገልጸዋል። በዚህ በሚኒሶታ በጠረጴዛ ዙሪያ ስለመልካምና ሰላማዊ ግንኙነት መነጋገር መጀመር ለብሔራዊ እርቅ ጎህ ሊቀድ እንደሚችል ታምኖበታል። በስብሰባው ላይ የተገኙት አቶ ግርማቸው በዛብህ እንዲህ ያለ ውይይት ሲጀመር ለስብሰባው የአዳራሽ ወጭ በማድረግ እንደሚተባበሩ ቃል የገቡ ሲሆን፣ በዛሬው የተገኘነው አካላት ለዚህ ስኬት የየራሳችንን ድርሻ መወጣት እንዳለብን በመግባባት የሚከተሉትን የአቋም መግለጫዎች እንዲወጡ ተስማምተናል።
- የዜጎችን ደህንነት የመጠበቅ ኃላፊነት ያለበት መንግሥት በአሁኑ ጊዜ እየፈጸመ ያለውን ሕግን የማስከበር እርምጃ አጠናክሮ እንዲቀጥልበት፤ ሕገወጦች ለሕግ ቀርበው ፍትሐዊ ውሳኔ እንዲያገኙ እንዲያደርግ፤
- እኛ በዲያስፖራ የምንኖር ትውልደ-ኢትዮጵያውያንና ኢትዮጵያውያን በወገኖቻችን ኢትዮጵያውያን ላይ የደረሰው ሞትና ስደት እጅግ የሚያሳዝነን በመሆኑበሀገራችን ኢትዮጵያ ልዩ ልዩ ክፍሎች ሰውሠራሽ ጉዳት የደረሰባቸውና የተፈናቀሉ ቤተሰቦች ተገቢውን ካሣ እንዲያገኙና በነበሩባቸው አካባቢዎች ተመልሰው እንዲቋቋሙ መንግሥት ከአገር ውስጥና ከዓለምአቀፍ ድርጅቶች ጋር ተባብሮ መፍትሔ እንደሚፈልግ ብናምንም፤ ጉዳት ለደረሰባቸው ወገኖቻችንን ለመርዳት እንደየችሎታችን ገንዘብ ለማዋጣት ቃል እየገባን በማኅበረሰቡ በኩል ለእምነት ተቋሞት ምእመናን እርዳታ ያደርጉ ዘንድ የማስተባበር በጎ አድራጎት እንዲፈጽሙ የትብብር ደብዳቤ እንዲጻፍላቸው፤ ይህን ክትትል የሚያደርጉ በጎ ፈቃደኞች እንዲመደቡ፤ እርዳታው በኢትዮጵያ ማኅበረሰብ ሥር በተቋቋመው ለኮቪድና ለሌሎች ችግሮች ተብሎ በተቋቋመው ኮሚቴ አማካይነት እንዲሰበሰብና ለተረጅ ኢትዮጵያውያን እንዲላክ ተስማምተናል።
- እኛ በዲያስፖራ የምንኖር ትውልደ-ኢትዮጵያውያንና ኢትዮጵያውያን የአንድ አገር ዜጎች ሆነን ሳለ በግብረገብነት ትምህርት ፋንታ በቋንቋ፣ ጎሣ፣ ሃይማኖት ወይም በብሔርብሔረሰብ ላይ የተመሠረተ ጥላቻ ተተክቶ ለብዙ አሥርተ ዓመታት ኅብረተሰባችንን ሲበክል የቆየው የጎሣ ፖሊቲካ በማኅበረሰቦች መካከል ሕብረትን ሳይሆን ጥላቻዎችን፣ አንድነትን ሳይሆን መለያየትን፣ ሰላምን ሳይሆን ሁከትን እያባባሰ የመጣ ስለሆነ በዘር/ጎሣ ወይም ብሔርብሔረሰብ ላይ የተመሠረተ ጥላቻ በኢትዮጵያውያን ማኅበረሰቦች መካከል ለመልካም ግንኙነትና ፍቅር እንዲሁም ኅብረት ጠንቅ መሆኑንና ኢትዮጵያዊነታችንን የማይገልጽ የባዕድ መንፈስ ስለሆነ አጥበቀን እናወግዘዋለን። በዘር ጥላቻ ላይ የተመሠረቱ ሕዝብን ከሕዝብ የሚያጋጩ ማናቸውም ትምህርቶች፣ የጥላቻ ጽሑፎችና በጎሣ ፖሊቲካ ላይ የተመሠረቱ አደረጃጀቶች በሕግ እንዲወገዙ ለሚመለከታቸው ሁሉ እያሳሰብን፤ በምትኩ ባህላዊ ልዩነቶች ሕብርና ውበታችን፣ ቋንቋዎች መግባቢያ ድልድዮች መሆናቸውን፤ አንዱ የሌላውን ባህል፣ እምነትና ማኅበራዊ ሥነልቡና ማክበር እንዲችል የየበኩላችንን ድርሻ ለመወጣት ቃል ገብተናል።
- የኢትዮጵያን ባህላዊ ትውፊቶቿንና እሴቶቿን መጠበቅ ብሔራዊ ክብርን፣ የጋራ አስተሳሰብን የሚያዳብሩ በመሆናቸው ለአገር ግንባታ እንደሚጠቅሙ ይታወቃል፤ ስለሆነም ማኅበረሰባዊ ለውጥ በማናቸውም መሥፈርት እኩልነትን ለመፍጠር የቀድሞ አባቶች ሠርተው ያስረከቡትን መልካም ነገር በማዳበር ካለፈው የተሻለ ፍቅር፣ ካለፈው የተሻለ ወንድማማችነትና መግባባትን ማዳበር ሲገባው፣ በአንፃሩ ቀደም ሲል ይሰጥ የነበረው የግብረገብነት ትምህርት በመቅረቱ ይህን የተኩት በጎሣ ፖሊቲካ ላይ የተመሠረቱ የጥላቻ አስተሳሰቦች ሕዝብን ከሕዝብ የሚያራርቁ፣ በማኅበረሰቦች መካከል ፍቅር፣ ወንድማማችነት የጋራ መተሳሰብ እንዲቀዘቅዝና አገር በጋራ እንዳይገነባ እንቅፋት ሆነው ቆይተዋል፤ ስለሆነም ይህ ባህል በመሠረቱ እንዲለወጥ ለዘላቂነቱ በአገር አቀፍ መዋቅር የተዘረጋ አሠራር ሰፍኖ በአገር ሽማግሌዎችና በአገር ባህል የመቀራረብ፣ እርቅ፣ መግባባትና ሰላም እንዲፈጠር፤ ለዚህ ምሳሌ ይሆን ዘንድ በሚኒሶታ የምንገኝ ኢትዮጵያውያን ማኅበረሰቦች እርስበርሳችን እንድንቀራረብና የወንድማማችነትና የእህትማማችነት ስሜት እንድናጎለብት ይህን ተግባር ጀምሮት የነበረው “የእርቅ፣ ሰላምና ዲሞክራሲ መድረክ” ተጠናክሮ እንዲቀጥል አስፈላጊውን ድጋፍ በማድረግ አብረን ለመሥራት ተስማምተናል።
Memorandum of Common Understanding
We participants of the meeting called by Ethiopian Community in Minnesota on 01/01/2021 met and discussed on the current Ethiopian issues in the presences of His Holiness Dr. Abune Ewostateos, Ethiopian Orthodox Tewahido Church Archbishop of Minnesota and surrounding Diocese and member of the Holy Synod, other church leaders, and Ambassador Abdul-Aziz Mohammed, Ethiopian Council General in Minnesota and the Midwest, USA. We are greatly saddened by the recent episodes in Ethiopia – thousands of unlawful and intentional mass murder, huge loss of properties, and millions of displacement Ethiopians based on their ethnicity and religion. His Holiness said that this satanic spirit deviates from and is opposed to Ethiopian cultural history and long-time shared life and called for repentance, reconciliation unity among Ethiopians against this evil practice. Dr. Obsa Ahmed also expressed his regrets that these damages included the Oromo people and supported reconciliation among Ethiopians. All participants of the meeting underscored that these evil practices emanated from wrong political agitation and ensuing hatred based on ethnicity instead of promoting equality and respect to each other’s beliefs, language and cultural values. So, all participants reached on the consensus that we need to do concerted efforts to raise necessary financial resources through different means and start discussion among different ethnic groups to come to terms on common issues. Ato Girmachew Bezabih offered to pay a fee for a meeting hall when a social gathering for reconciliation takes place in the Twin Cities of Minnesota. So, in sum, the following points have been agreed upon to be publicized as common memorandum:
- Whereas it is the responsibility of the Ethiopian federal government to protect the safety and wellbeing of the people, we support the continuation of enforcement of law and order in the country and bring all criminals to justice.
- Whereas the Ethiopian government carries the responsibility of making sure that survivors of the mass murder would be properly compensated and rehabilitated, we citizens of Ethiopian origin in Minnesota have moral obligation to contribute money through an account created by a “COVID-19 and Beyond Committee” that is legally recognized by MN state and running under ECM.
- Whereas we Ethiopians have similar color, similar racial origin, similar culture, and share common good and bad stories with common enemies, and have common destiny, after decades of conflicts based on hatred that could only serve our common enemies, in recognition that we have many common things than differences, believing that we have great potential of harmonizing our diversity which has been glorious not only in ourselves but in the eyes of our common opponents, we would like to respect any language that in principle serves as an instrument of communication and recant any hatred based on ethnicity, language and cultural differences and rather respect all these Ethiopian values and do our best to build good friendly relationships among our folks.
Whereas it is the fact on on the ground that preserving Ethiopian cultural values promotes Ethiopian national dignity and nation building, we recognize that any social reform or change must build on legacies of our forefathers and bring about better national love, better social relationships, better cooperation and that the moral ethics that used to be taught at schools was replaced with wrong politics of hatred based on ethnicity which resulted in worsening social relationships, sowing conflicts that ended up in so much casualties, loss of properties and vacation of millions of citizens. So we believe that a nation wide network has to be formed for national discussion and reconciliation and would like to set an example here in Minnesota by supporting and re-enforcing the “Reconciliation, Peace and Democracy Forum” that was formed three years ago. As His Holiness Abune Ewostateos showed his willingness to be part of round table discussion among ethnic groups in Minnesota that can head toward reconciliation, we citizens of Ethiopian origin support this mission and promise to do our best to involve other Ethiopians for this mission.
